If anyone truly understood Emperor Palpatine, it was Sage Pestage. He stood at Palpatine's side from his days as Naboo's Senator to his resurrection on the hidden throneworld Byss. Rumors dogged him, some of them surely untrue-that he was a relative of Palpatine's, for instance, or that he was one of the earliest clones. He emerged into public view several years before the Battle of Naboo as one of Senator Palpatine's aides, alongside Kinman Doriana. Pestage covered up the Senator's illegal doings on Naboo during the term of King Veruna; on one such mission he ran afoul of then-lieutenant Panaka. During Palpatine's tenure as Chancellor, Pestage controlled the executive agenda. When Palpatine became Emperor, Pestage was named Grand Vizier. He handled everything from managing Palpatine's calendar to tasting his food for poisons. In return, the Emperor gave Pestage stewardship of a cluster of wealthy worlds known as the Ciutric Hegemony. By the time of the Battle of Hoth, Pestage was, in fact, running the Empire. Palpatine, consumed with dark side studies, had surrendered the day-to-day responsibilities of rule to his Grand Vizier. Which is why, when Palpatine died at Endor, many assumed Pestage would be heir apparent to the Imperial throne. Ysanne Isard did not share that view. She began pitting Pestage against the Imperial Interim Ruling Council, hoping to eliminate both parties & rule as Empress. Isard used the New Republic's invasion of Brentaal to make Pestage look weak & ineffectual.

Pestage realized his hold on the throne was tenuous. His Eidolon Base on Tatooine-created years earlier as a secret safehouse-had already been destroyed by Rogue Squadron. Soon Coruscant itself would no longer welcome him. So he approached Leia Organa on Axxila & offered a deal-ifnhe would be allowed to keep his twenty-five worlds in the Ciutric Hegemony, he would surrender Coruscant to the New Republic. The plan never took wing, as the Imperial Interim Ruling Council issued an order for his arrest. Pestage fled, but was apprehended on Ciutric. A New Republic operation to rescue him failed, & Imperial Admiral Delak Krennel snapped the neck of the former Vizier. But had Sate Pestage truly died? Emperor Palpatine had cloning facilities on Coruscant. Pestage is believed to have grown a clone of himself. He either sent the clone to Palpatine's citadel on Byss, or went to Byss himself, leaving the clone behind to take the fall. On Byss, Pestage helped bring about Palpatine's own resurrection through cloning. Finally, though, he died on Byss when the planet was consumed by the devastating energies of the Galaxy Gun.
