I saw a lot of people on Theory's reaction to the episode, who were confused or frustrated that Vader didn't go after Obi by putting out the fire or jumping over it, and here is my explanation:

"I am what you made me to be" - I think this line explains all your issues with Vader not going after Obi-Wan.

It seemed pretty clear to me that Vader wasn't scared, and he wasn't conflicted, he just wants Obi-Wan to suffer as much as possible, to get revenge for everything he had suffered and still suffers. He does also know that Obi-Wan will mentally suffer greatly from this terrifying incident, and he wants Obi-Wan to dwell on the words he told him: "I am what you made me to be."

Obi is already filled with guilt for his failure to keep Anakin good, and I think Vader knows that. So the worst thing for Obi is to be alive and filled with terrible fear and guilt. Not being burned or choked. Psychological torture is the worst kind.So this is my take on it anyways. To me this explains the scene, and I prefer thinking that rather than just "Lazy writing".

However I would love to hear your thoughts on this, and on the episode in general!
