Is this a Stormtrooper Recruitment Process? Could this be a secret facility underwater on Kamino? It would be cool symbolism if the Clones were born and trained in the same place as the stormtroopers except higher up, symbolising their superiority over their replacements. 

What if Cassian is ordered to blow this place up when it is full of almost innocent people who haven’t done much wrong yet and are completely defenceless. It would be a hard decision, especially if when he was young he was best friends with someone who became a stormtrooper. Would this be one of the things he alluded to in Rogue One, when he says "Some of us - well, most of us - we've all done terrible things on behalf of the Rebellion" and "And every time I walked away from something I wanted to forget, I told myself it was for a cause that I believed in."
