
So from early on in the star wars saga Darth Bane creates the rule of 2 because of just absolute sheer mayhem in the sith order. From this the sith were composed and focused and much more capable of enacting out far reaching plots all the way up to Darth Sidious and Darth Vader.
Fast forward to Phantom Menace when Qui-Gon Jin detects a high level midiclorian count in Anikan and believes he can be the one to bring balance to the force. At this time the Jedi far outnumber the sith and are unaware of their existence. While Aniken receives his training he's always been susceptible to emotions unbecoming of a Jedi.
Eventually he gives in and with the help of order 66 wipes out almost the entirety of the Jedi in the universe until there is only Master Yoda and Obi-Wan left (ashoka and maybe a pocket full of jedi not mentioned).
Then we have Luke and Leia who eventually rise up and replace Yoda and Obi-Wan. They begin a school after defeating the empire and that school then gets destroyed once more birthing a new dark side force user once again maintaining balance in the force.
