This is a thought that I had about the Empire transitioning to using people instead of clones. I have no idea if this explanation has been said in canon or otherwise but I think it's a cool thought. 

We all know that normal troopers are much cheaper to produce but what about the fact that they're also not increasing overall population as they would using (or rather making) clones. If you recruit people to join the ranks of the Empire, then you are essentially converting some of the population to be on your side. This way, the Empire could establish presence through troops on every planet by just having the option to sign up and "Join today!"
